Travel Guidance June 5, 2025

We are sending this letter to update you on important information related to the June 4 proclamation entitled “Restricting the entry of foreign nationals to protect the United States from foreign terrorists and other national security and public safety threats.”

Dear international students, 

We are sending this letter to update you on important information related to the June 4 proclamation entitled “Restricting the entry of foreign nationals to protect the United States from foreign terrorists and other national security and public safety threats.” This proclamation suspends entry to the United States for nationals of 12 countries and partially suspends entry for nationals of seven additional countries, with certain exceptions. 

The list is as follows: 

Full suspension

  • Afghanistan
  • Burma
  • Chad
  • Republic of the Congo
  • Equatorial Guinea
  • Eritrea
  • Haiti
  • Iran
  • Libya
  • Somalia
  • Sudan
  • Yemen

Partial suspension: 

  • Burundi
  • Cuba
  • Laos
  • Sierra Leone
  • Togo
  • Turkmenistan
  • Venezuela

Students, faculty and staff drive and support the mission of Stanford and are an essential part of our university community, and we are committed to the safety and security of all travelers. With this in mind, what follows contains guidance for your consideration: 

  • If you are currently located in the United States and you hold a passport from any of the countries listed in either section of the proclamation, do not travel outside of the United States without consulting an immigration attorney. The proclamation includes some exceptions. If you have specific needs and questions, reach out to the Bechtel International Center
  • If you are from one of the countries listed above, please see the Community Resources page that the Stanford Law School Immigrants’ Rights Clinic has compiled. Students with urgent and specific legal issues may fill out a form to request individual legal assistance.   

If you are not from one of the countries listed above, we encourage you to continue assessing your own individual tolerance for risk as you make decisions about international travel over summer break and keep these recommendations in mind:

  • Save the number for the Stanford Travel Emergency Line in your phone: 1-833-496-0303. (Additional contact information in case of a travel emergency is available here.)
  • If your travel is university-sponsored or organized and you have questions, contact the Stanford Global Risk office by emailing globalrisk@stanford.edu.
  • If your trip is not yet registered with the Global Risk office, do so in advance by forwarding your itinerary confirmation to stanford@tripdata.crisis24.com. (Additional information on registering travel is available here.)

We recognize that the requirements associated with this proclamation may be deeply unsettling and create uncertainty and anxiety for some members of our community. Stanford University remains committed to supporting our community, including those who may have immigration-related concerns.
